COMPAGNA - Al Ministro dell'istruzione, dell'università e della ricerca. -

Premesso che:

il 10 maggio 2011 segnerà ufficialmente il primo significativo ingresso nella scuola italiana di una metodologia, e al tempo stesso, strategia della valutazione;

tale valutazione, come indicato nella direttiva del Ministro in indirizzo del 15 settembre 2008, concerne tanto una valutazione delle scuole quanto una valutazione (nel senso di rilevazione) dell'apprendimento degli studenti e per questa via, a suo modo, pure una valutazione del personale della scuola;

in vista della richiamata data si sono viste le scuole italiane letteralmente "inondate" da manualetti ed eserciziari, che promettono "miracolose ricette" di addestramento a superare i test Invalsi, Ocse-Pisa e via di questo passo;

intensissima si è rivelata la pressione, anche soltanto psicologica, sugli insegnanti (soprattutto più giovani) a sostituire l'insegnamento della loro materia con l'addestramento alla prova del 10 maggio;

insomma si è diffusa, e in certo modo accreditata, una sorta di teaching to the test che avrebbe indotto molti insegnanti a non poche interruzioni o, in taluni casi, forzature della didattica ordinaria;

a livello internazionale, si è da qualche anno cominciato a discutere criticamente, soprattutto nei Paesi che hanno già sperimentato metodologie e strategie di valutazione, di come, quanto se il ricorso estensivo ai test abbia dato luogo a inconvenienti, se non addirittura ad autentici fallimenti;

soprattutto sembra venuta meno quella pretesa, che segnò gli obiettivi di Lisbona 2000, di una sorta di attitudine naturale dei test ad accertare in termini "oggettivi" le capacità e le potenzialità degli studenti,

si chiede di sapere se il Ministro in indirizzo non ritenga che un'ampia ed attenta ricognizione su implicazioni e preoccupazioni scaturite dal "10 maggio" non debba essere oggetto, nei tempi e nelle forme possibili, di ampia e attenta valutazione, anche attraverso il coinvolgimento del Parlamento.
