Da ieri è disponibile nel sito del MIUR il testo del decreto n°11 prot. 5657 del 2 settembre 2011: è lo statuto dell’Invalsi, pubblicato nella Gazzetta Ufficiale n. 229 del 1° ottobre 2011, e solamente ora approdato nel portale dell’Istruzione.

Il documento, entrato in vigore il giorno successivo alla sua pubblicazione nella Gazzetta Ufficiale, si compone di 20 articoli che definiscono, in particolare, natura giuridica, composizione, missione e obiettivi dell’Istituto, dotato di autonomia statutaria, scientifica, organizzativa, regolamentare, amministrativa, finanziaria, contabile e patrimoniale, ma sottoposto alla vigilanza del Miur.

Mi soffermo solamente su due piccoli, ma per me molto significativi, estratti del lungo (e pittosto noioso….) documento.

All’interno dell’articolo 2 – FINALITA’ oltre a trovare l’attività di valutazione nazionale e internazionale, l’elaborazione di modelli e metodologie per la valutazione degli apprendimenti degli alunni e delle istituzioni scolastiche, la promozione e realizzazione con prove nazionali standard periodiche di rilevazioni nazionali sugli apprendimenti, curando l’elaborazione e la diffusione dei risultati della valutazione, la predisposizione di prove a carattere nazionale per gli esami di Stato nell’ambito della normativa vigente, l’attività di supporto e assistenza tecnica alle istituzioni scolastiche e formative, compare il seguente trafiletto: “…concorrere alle azioni di sviluppo della cultura del merito promosse dalla Fondazione per il merito…”

Poco dopo, all’interno dell’articolo 4 - MISSIONE e OBIETTIVI, al comma e leggiamo: “…lo svolgimento di attività di ricerca e la collaborazione alle attività di valutazione del sistema scolastico al fine di realizzare iniziative di valorizzazione del merito anche in collaborazione con il sistema universitario…”

Dunque, tutto quello che avevamo sempre sostenuto, ora è stato  scritto all’interno di un decreto ministeriale: fra i compiti dell’Invalsi è espressamente previsto quello dell’individuazione della “classifica degli insegnanti”, con fini meritocratici.

A pensar male (purtroppo) non si sbaglia mai…
