I Compensi dei Vicari massacrano i Fondi d'Istituto- grazie Filisetti!

Oltre ai tagli sugli organici, oltre ai tagli sul sostegno e gli OSEA, oltre alla prospettiva del ridimensionamento, oltre il taglio del distacco dei Vicari, dobbiamo affrontare pure questo:

Il dott. Filisetti del Ministero (sempre lui!), chiarisce che il compenso del Vicario, laddove c'è una reggenza (su Parma 21 scuole...), deve essere preso dal Fondo d'Istituto della singola scuola. Non ci sono altri capitoli (l'anno scorso la nostra scuola l'aveva pagato con i flussi delle supplenze, in assenza di indicazioni chiare...)

Questo significa un abbattimento considerevole del Fondo d'Istituto e di quello che si può realizzare (per la nostra scuola 12000 € su 40000€ dei docenti)...

Credo sia un'ipocrisia pazzesca da parte del Ministero questo scaricare sulle singole scuole il peso della vacanza del Reggente....

Mi auguro che anche su questo, come su tutto quanto sta massacrandoci, ci sia una reazione precisa...

QUESITO:

Si richiedono delucidazioni riguardo l' attribuzione dei fondi per l'indennità di reggenza da corrispondere al docente vicario del Dirigente scolastico al quale è stata assegnata la reggenza di questo Istituto nell'anno scolastico 2010-2011.

E' noto che al collaboratore vicario di una scuola data in reggenza compete il 50% dell'indennità di reggenza prevista dall'art. 69 comma 3 del CCNL/95 (come richiamato dall'art. 146, comma 1 lett.g) punto 7 del CCNL/2007). E' stato comunicato che la liquidazione dell'indennità di reggenza è disposta direttamente dall'istituzione scolastica su specifici fondi assegnati dal MIUR, previo apposito monitoraggio finalizzato alla quantificazione della spesa in questione.

Allo stato attuale, nessun monitoraggio è stato effettuato e nessuna esplicita previsione di finanziamento a questi fini è stata resa nota alle scuole interessate.

Poiché l'anno scolastico volge al termine e il docente vicario non ha ricevuto ancora alcun compenso, si chiedono quindi chiarimenti sul da farsi, considerando anche che questa scuola sarà ancora affidata a reggenza e che ci si sente in forte imbarazzo a richiedere la collaborazione al docente che quest'anno ha lavorato per un anno senza che al momento presente sia stato in alcun modo remunerato per l'attività aggiuntiva e fiduciaria.

Il compenso per lo svolgimento di attività di collaborazione con il dirigente scolastico per lo svolgimento di funzioni dello stesso (art. 34 ccnl 2006/09) sono finanziate dal FIS art. 88 ccnl 2006/09   Non sono previsti nello stato di previsione di questo Ministero altri finanziamenti per ulteriori incarichi da parte del D.S. ai propri collaboratori, senza entrare nel merito di questi considerato e fermo restando quanto disposto dall'art. 52 d.lgs n. 165/2011.

Né, d'altronde, risultano assegnate alla istituzione scolastica risorse specifiche destinate a tal fine, come già evidenziato nella nota per la predisposizione del programma annuale 2011-, nè risponde al vero che questa competente Direzione ha comunicato a la sussistenzas di "specifici fondi assegnati dal MIUR, previo apposito monitoraggio finalizzato alla quantificazione della spesa in questione". 

Poiché non possono essere assunti impegni non coperti dal bilancio l’eventuale incarico non avrebbe copertura finanziaria, con tutte le note conseguenze in capo al responsabile dell'assunzione dell’impegno di spesa non coperto dalla disponibilità del bilancio
