Tagli al sostegno: appelli della Provincia e dei genitori

Come ogni anno ci si ritrova a leggere, in questo periodo, le preoccupanti notizie sull'inarrestabile riduzione del personale di sostegno a studenti con disabilita'.

Tali notizie inquietano di certo la società ma qualcuno ha
mai provato a chiedersi quale effetto hanno sulla mente dei genitori di questi bambini e ragazzi? Ebbene, la assillano e la turbano enormemente.

Ho letto con attenzione una circolare recentemente emanata dall’Ufficio Scolastico della mia regione: e' doloroso constatare come "i posti di sostegno concorrano a raggiungere l'obiettivo di contenimento della spesa" e rattrista constatare che "la distribuzione dei posti fra le istituzioni scolastiche avviene sulla base delle serie storiche", come se i bambini disabili fossero una variabile misurabile nel tempo da etichettare con il numero di serie.

Mi angustia sapere che una bimba come mia figlia, con "invalidita' totale e permanente del 100% e con necessita' di ASSISTENZA CONTINUA, non essendo in grado di compiere gli atti quotidiani della vita" (riporto testualmente quanto indicato nel certificato rilasciato dalla Commissione Medica) dovra' adeguarsi ad un rapporto docente/alunno pari a 1:2,15; allo stesso modo non posso rassegnarmi al fatto che un Comune virtuoso come quello della mia citta' (sempre a statistiche faccio riferimento, quelle sulla qualita' della vita) abbia difficolta' a contrastare efficacemente i dissennati tagli ministeriali operati sulla pelle di questi bambini.

Ogni anno, in questo periodo, mi ritrovo con la stessa apprensione a pensare all'avvenire scolastico di mia figlia e con la stessa inquietudine e rassegnato rammarico prende atto dell'affermarsi di una cultura che vede l’invalidita' come un peso per la societa'.
Lo Stato e gli enti locali dispensano carita' anziche' garantire il rispetto dei diritti: e' questa la differenza culturale profonda che sta trasformando il welfare dei diritti in welfare della carita'.
